Ethical Leadership in Turbulent Times describes the life story of George. C. Marshall, his rise to power in the officer corps of the US Army, and subsequent roles as both Secretaries of Defense and State. Of particular interest are his impeccable character and unwavering honesty, traits that established him not only as a leader but mentor to many young officers.
Given the state of unpreparedness the military found itself in at the start of WWII, I shudder to think what would have been the fate of our nation had not Marshall been there with his guiding hand. It was a steady hand that worked with a divided Officer Corps and a sometimes hostile and selfish Congress, to mold a plan that brought the country to full mobilization and, ultimately, victory against two enemies.
I think the relevance of Marshall's character is that it sets a high standard of honesty for the times in which we live, times that are rift with deceit and lies found throughout all levels of government and business.
After reading this remarkable work, one will walk away with the following conclusion: George C. Marshall was truly one of America's greatest men. Gerald Popps has magnificently succeeded in portraying that fact.

In Ethical Leadership in Turbulent Times, leadership and organizational theory are blended with early 20th Century history to model public leadership that is both monumentally effective and classically ethical. What is leadership? What makes leadership good or bad? To answer these questions, Gerald M. Pops draws on the multi-faceted career of George C. Marshall as an extended case study, focusing on the timely subject of leadership in public service. The dominating traits of Marshall's career were his character, virtues, and ethical practices in two world wars, his efforts to keep the peace and promote economic recovery following World War II, his style of management, and his approach to international diplomacy and nation-building.
